Open letter about the not-participation from Roberto Rojas:

Directed to the Dutch Federation of Billiards KNBB that organizes the 26th World Championship of Artistic Billiards.
With sadness we communicated to them that our player Red Robert González has decided not to defend his I title of World-wide Champion of Artistic Billiards, due to strictly personal reasons. It has been for the Mexican liking of billiards, the Mexican Federation and the Pan-American Confederation of Billiards, reason for great sadness, since Robert has obtained for Mexico and all Latin America the only World-wide Championship of Billiards, that has east Continent At the moment.
I eat Vice-president of the Mexican Federation of Billiards, I have noticed some details that the leaders of the UMB have ignored, this strictly it comment without spirit of criticizes, but if with explanation tone. Since since I finish I complete Championship of the World of Artistic Billiards, in France in the year of 2002 has not granted him the PIN that credits to our player, possessor of the World-wide Championship.
In all the disciplines of the billiards that directs the UMB, (5 keels, three bands, Picture, Three Bands by national equipment, Artistic Billiards etc.) World-wide Championships are made and in all these disciplines, the respective medals, diplomas have been granted and to the possessor of I title world-wide the Pin that credits the Championship of the World.
Today to little days of which World-wide Championship of Artistic Billiards in Ámsterdam initiates 26vo which surely they made with great success, have spent 4 years and to date this recognition (pin) has not granted our player to him, who represents Mexico as well, as possessor of I title World-wide of Artistic Billiards.
Perhaps this detail, is of little importance for the members of the UMB, since in Mexico we want to think that it is a simple negligence of his part, and not a type of discrimination to players of other Confederations different from the European, or that the UMB has solely prepared the protocolic details in a premiación, exclusively for European players.
Sincerely we hoped that our player is taken into account in a near future, for the delivery of this recognition, that has to date not been granted to him.
And although Red Robert decided to retire of the competition the International of Artistic Billiards for deprived reasons, this small detail must be taken into account on the part of the UMB, to improve the image and the seriousness of the events.
Respect, being thankful its attention and congratulating yet to the KNBB by the accomplishment of this event.
